Harry is a friend of Frank's and a huge Civil War buff. He lives his life in the Civil War era as best he can. For example, he doesn't own a telephone. He also prefers to be called by his "Civil War" name: Jeb.
Harry attends the Civil War reenactment every year. And in the episode "Civil War", he is joined by Frank, Robert and Ray in the reenactment's 25th Anniversary of the Battle of Gettysburg.
